Yes, it's the one and only Wavy Gravy, famous for being the master of ceremonies at the original Woodstock festival back in 1969, as well as the 1994 and 1999 follow-ups.

Born Hugh Romney, and given his more famous name by none other than B.B. King, Gravy lived in Woodstock as part of an entertainment / social activist commune known as the Hog Farm. They were hired to keep order in a non-violent manner at the famous 1969 festival, and Gravy quickly began a sensation. You can hear some of his public address speeches to the 400,000+ attendees on Robert Plant's 1990 song 'Tie Dye on the Highway,' and he was also once celebrated with his own Ben & Jerry's ice cream flavor.
